The project aims to create effective, comprehensive and efficient policies for legislators, regulators and stakeholders. The NCLGS says that this system is designed to "strengthen public confidence and trust in the integrity of the regulatory process and the fairness of iGaming operations."
The main provisions of the bill include:
- Tax rates It is recommended to set a tax rate of 15-25%, which corresponds to the national average of 19%.
- Limits on deposits The limit on the total amount of deposits is $20,000 per person for 24 hours.
- Prohibited activities Bans online betting games, with fines ranging from $10,000 to $100,000 per violation, potential loss of gambling licenses, and jail time for repeat offenders.
- Payment options Allows deposits and withdrawals using debit cards, digital wallets, bank transfers and cash at approved retail outlets, but prohibits the use of credit cards.
- Responsible attitude to gambling Requires each operator to appoint a gambling supervisor to support high-risk gamblers.
- Marketing restrictions Prohibits the use of characters, performers, or influencers primarily attracting an audience under the age of 21.
