Italy has introduced a new licensing structure for online gambling. This will be the first stage of a comprehensive reform of the gambling sector. The nine-year licensing regime approved in the Official Journal of the EU aims to modernize the rules and at the same time generate significant revenue for the Italian government.
Under the new regime, operators are obligated to pay 7 million euros for the license, as well as 3% of the operating fee. These measures are projected to generate 350 million euros in application fees and another 100 million euros per year in fixed fees. Applications must be submitted by May 30, 2025, and the review process will take nine months.
To be eligible for the competition, applicants must meet strict criteria. They must have a legal or operational headquarters in the European Economic Area, have a valid gambling license and demonstrate a minimum income of 3 million euros for the last two financial years.
